Social inclusion

While technological and economic change transform societies, inclusion and social capital  remain the foundation of stability and growth. This programme examines how community, civic, institutional, and policy participation can bridge divides — between regions, generations, and social groups — ensuring that no one is left behind in the digital and green transitions. Through research, dialogue, and collaboration, Re:People works to strengthen social capital as a driver of innovation, civic trust, equitable development and resilience in Serbia.

The pilot project “Towards More Efficient Local-Level Budget Policies – Budget Line 481, Grants for Non-Governmental Organizations” by the Center for Public Policy Research and the Center for Nonprofit Sector Development (CRNPS) in three municipalities—Pirot, Kraljevo, and Sombor—aimed to initiate dialogue among participants in the process of allocating funds from budget line 481 for the civil sector, analyze the situation, and provide recommendations for its more transparent use.

The Center for Public Policy Research, in partnership with the Educational Center from Leskovac and the Center for Social Policy as the lead organization, implemented the project “Supporting Municipalities in Improving Social Inclusion through the Employment of Vulnerable and Marginalized Groups” from October 2015 to March 2017.

The resilience and vitality of municipalities in Serbia in responding to the risks posed by natural and other disasters are the central themes of the National Human Development Report (NHDR) for 2015 and of a new study conducted by the Center, which aims to offer concrete proposals for more effective action by institutions at the local and national levels. The United Nations Development Programme (UNDP) in Serbia selected the Center to prepare this new NHDR in response to the challenges Serbia faced during the major floods in May of the previous year.

The Center for Public Policy Research presented the results of the research conducted within the project “The Impact of the Socio-Economic Structure of the Rural Population on the Success of Rural Development Policy.” This is the first scientific regional project on rural development in the Balkans and one of the first studies to give equal consideration to the economic and social aspects of rural development, enabling theoretical concepts to be tested through empirical research.

The publication “Roma Women and Men and Security Sector Reform in the Republic of Serbia” presents the results of research conducted by the CENTER on the security-related problems of the Roma population. It is the first study of its kind to analyze the perceptions of Roma women and men regarding their own security, as well as the policies of the Ministry of the Interior (i.e., the police) and the Ministry of Defense, as the main actors of the security sector, toward this vulnerable group.

The presentation of the report “Happiness and Families with Children in Serbia” at the Media Center in Belgrade on September 9 marked the launch of a UNICEF campaign aimed at initiating a public discussion on the well-being and happiness of families with children in Serbia. The report, prepared by the Center for Public Policy Research and UNICEF Serbia, with the support of the Hemofarm Foundation, is intended to contribute to dialogue and debate on how to support parents in building quality relationships within and beyond their families.

The outcome of this project consists of recommendations for more effective and sustainable operation of local mechanisms for the social inclusion of Roma men and women in the Republic of Serbia. CENTAR’s research team analyzed the work of existing mechanisms—health mediators, pedagogical assistants, Roma coordinators, advisors from the National Employment Service, and centers for social work—in municipalities where all of these mechanisms are in place. The research was conducted in cooperation with and with the support of the Social Inclusion and Poverty Reduction Team of the Government of the Republic of Serbia.

The Regional Human Development Report of the United Nations Development Programme on the topic of social inclusion in Europe and the Commonwealth of Independent States examined social exclusion in the region based on four types of exclusion to which people are exposed in the communities in which they live: economic, social, cultural, and political.

This evaluation, jointly conducted by the Foundation for the Advancement of Economics (FREN) and CENTAR, represented an attempt to carry out a systematic assessment of the results of activities implemented by the Social Innovation Fund (SIF). The aim of the evaluation was to identify the overall achievements of the SIF, lessons learned, and potential future challenges in the field of developing community-based care services in Serbia. The final review of SIF interventions was envisaged by the UNDP/EU project document “Strengthening the Role of Civil Society in Policy Formulation and Practice of Poverty Reduction,” supported through the CARDS 2006 program.
