Digitalization with Trust – Protected Data in the Hands of Farmers

Centar za istraživanje javnih politika započeo je realizaciju projekta „Digitalizacija sa poverenjem: ka zaštiti podataka u agraru“, čiji je cilj unapređenje praksi upravljanja podacima u srpskoj poljoprivredi, u skladu sa evropskim standardima.

In a time when digitalization is penetrating ever deeper into the agricultural sector, the collection and processing of farmers’ personal and production data have become common practice. From eAgrar to private applications, farmers are increasingly leaving a digital footprint that includes GPS locations, production data, ownership, income, as well as business habits. However, there is a significant gap in the understanding of data protection rights, as well as in institutional support in the area of cybersecurity.

The project has three main goals:

  • Increasing farmers’ awareness of their rights and risks related to data protection through focus groups, interviews, and surveys;

  • Strengthening the capacities of agricultural advisors to support farmers in applying data protection and cybersecurity legislation;

  • Improving public policies and institutional practices through analyses, policy briefs, and a public campaign, while advocating for the implementation of the EU Data Act and GDPR standards in the agricultural sector.

The “Digitalization with Trust” project does not treat farmers as passive users but as equal partners in the digital transformation. With better information, education, and institutional support, this project lays the foundation for a digital agriculture in which data are used responsibly, transparently, and for the benefit of farmers and the wider community.

The project will be implemented from November 2025 to August 2026, with the support of the EU Resource Center, and will focus on central and eastern Serbia.
