This study was produced as part of the programme of support extended to the City of Belgrade as a political partner by German Development Cooperation in Serbia, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as part of its individual measure of Integrated Urban Development Approaches for Roma Integration, which aims at promoting the development of integrated urban development approaches with the goal of ensuring the inclusion of Roma.
The aim of the study was to provide a preliminary overview of the features of substandard Roma settlements within the City of Belgrade across the five priority dimensions – housing, employment, education, healthcare, and social protection – of the Strategy for Social Inclusion of Roma, 2016-2025, which is the baseline document for developing local action plans in cities/towns and urban and other municipalities. The research took place from July to December 2021 and included interviews with officials of the City of Belgrade, urban municipalities, and Roma inclusion mechanisms, as well as on the available literature.
